Mode shifting isn't missing, it has been superseded by action sets and layers, you don't actually need it anymore, it only continues to exist in BPM for bakcwards compatibility with older configs. Layers have all the functionality of a mode shift and then some, since they aren't restricted to specific inputs.
The new menu is much better organized, but not quite as simple looking. The old menu was deceptively simple looking, to the point all it's best functionality was obtuse and hard to find.
When you want to set a simple function like ctrl+v the old method of pushing one button and then selecting multiple keys was better, but when you have a complex set of funcitons, like a start press, a long press, a double tap, a layer change, etc, the new display is far superior to the old activator page (the menu within a menu hidden behind a submenu).
I don't think there is any middle ground here. Steam input is now far too complex to go back to a simple interactive controller diagram without continuing to hide all it's best features where you can't see them.
But they should be able to add the "multi-button" option back, and let you select ctrl, and v in the menu without closing it, and then just auto populate the sub control list appropriately.
Layers don't work the same on SteamOS as they do in Windows?
