Add basic utlities required by winetricks/other install script for wineprefixes or installers

Preinstalled wget, cabextract or innoextract would be nice as scripts like mf-installcab requires them to work and are making installing apps and games from outside of Steam or fixing some issues with Steam games that are not yet verified much easier. It's a bit annoying that you need to install them manually after every update.

Edit: Looks like wget is already here, at least on beta.
