Here's an example I made to switch between action layers so I can make the right trackpad behave differently. Hope that helps!

...then on that assign the other key-press to a second action layer where the magic happens...

You could try making the action layer swap the press of another button when aiming down sites.
Then just kinda train pressing the aim and then your swap quickly. It may get tricky is faster paced games but I think that's the best option.
AFAIK trying to bind a layer swap and an action key will essentially force you to press the aim twice to toggle it and won't only be active as while the press is active.
Yes, you can use a chord press to apply a layer.
