indeed, that is the case in which i first noticed it occurring.
i'm not sure, i don't think the "..." modal pane exists in desktop mode though. do you mean more generally as to whether the displayed bluetooth enable/disable setting on desktop mode meshes with what the device actually does?
i tried to check that possibility, and it went thusly: i woke the device from sleep in handheld mode; despite the bluetooth toggle being set to off in the "..." modal, my bluetooth headphones automatically connected. i then went to power -> switch to desktop. at this point, the headphones disconnected. checking the settings app in desktop mode, the bluetooth was reported as disabled, and indeed my headphones had disconnected when i switched to desktop mode.
one feature that would be nice that would somewhat "solve" this bug would be a per bluetooth device setting as to whether you want the steam deck to try and connect automatically or whether it should require manual connection.
i was surprised to see no fix in the changelog for the release today, and indeed i can confirm this is still an issue on version 3.5.19 build 20240422.1

To reproduce:
Turn on the headphone, disable Bluetooth on Steam Deck, put Deck into sleep mode, wake back up, the headphone will automatically connect to it.
Also occasionally there are problems when it automatically connects my headphone after waking up from sleep mode. Sometimes the audio quality can be really bad with weird static noise.
What's more about two days ago I had a system crash trying to reconnect my headphone. After wanking my Steam Deck up the headphone automatically connected. But there was no sound at all (including both game and menu). I plugged a wired headphone in and there was only white noise. So I tried to disable Bluetooth in the menu. When I clicked on the toggle switch the screen turned black and about 20 seconds later it automatically rebooted.
It does cause a new problem though: you can't connect to any Bluetooth device anymore. Even when toggling Bluetooth on manually in deck mode. You need to go back into desktop mode, turn it on again there, and then it reverts to the old behaviour described above.
