Notifications are getting out of hand.

Ever since the new notification system was introduced, they never work the way they're supposed to. Even if you've disabled friend online/game playing notifications, you still get them in the notification bell in the header bar. The option to disable non-critical notifications has been removed, and now there are pop up notifications that cannot be disabled, like the remote play device available notification. With unstable networks, this is constantly popping up and disappearing in game. And when you open a notification on one device, they do not sync to the other. It's been very frustrating; I'm hoping some of these issues can be addressed in both Steam Deck and desktop.

- The notification bell in the header bar shows all notifications, and ignores your notification preferences.
- No more "Disable non-critical notifications" toggle
- Newly introduced remote play notification does not have a toggle to disable it
- Some notifications are missing and were never carried over from VGUI, such as the controller connected notification. If this ever gets brought back, there really should be an option to disable it in the notification settings as well, because there always was in the old UI.
- The green notification indicator on desktop remains green if you've clicked on a notification as it popped up on your desktop, or opened it from your phone or other device.

I really hope some of these can be fixed!
