Editing Controller Layout Reverting

I am attempting to edit a controller layout, but every time I make a change, it reverts to the default mouse and keyboard layout, not even the one I started editing.

This is even when changing configurations e.g. the opacity of a virtual menu controlled by the touchpad. There is a slight delay before the bug occurs that makes me think it is as the layout attempts to save, but that's just speculation.
