Static/buzzing from headphone jack.

I'm having an issue with my audio through the headphone jack. This issue does not occur when using the internal speakers or with Bluetooth audio. Whenever sound is being sent to the headphones, it is accompanied by a static/buzzing noise. The static/buzzing sound remains present unless there is no sound being sent to the headphones (like in the steam menu for instance). The static/buzzing seems to be at the same level despite the volume setting, so it is more noticeable at low volumes where it's louder than the actual game sound. Is anyone else experiencing this? I'm hoping it's a software issue and not a hardware issue.

Can you please provide the heaphone make/model and if you have any available test another set of headphones and reply with your findings?

I've tried 3 pairs of wired headphones/earbuds and they all give the same result. Panasonic RPHJE120K earbuds, Sennheiser HD 598, and Audio-Technica ATH-M50x.
