Bluetooth toggle button on "Game Mode" does not function properly when being toggled off on "Desktop Mode"

When disabling the Bluetooth functionality on "Desktop Mode", you can only enable the Bluetooth functionality through "Desktop Mode" only and not through "Game Mode".

Enabling Bluetooth through "Game Mode" when disabling it prior through "Desktop Mode" will display that the feature is toggled on but cannot connect/disconnect/forget Bluetooth devices on the list.

This issue persists even when restarting the device.

The current work-around for this is to enable it on the environment where you disabled it on the first place, whereas the user should be able to disable it on one environment and enable it on another for the user to have a seamless experience.

Reproduction Steps:
1. Launch Desktop Mode on Steam Deck
2. After booting, disable Bluetooth.
3. Launch Game Mode.
4. After booting, enable Bluetooth.
5. Attempt to connect any Bluetooth devices.
6. Observe the Bluetooth devices list.

Bluetooth appears to be very broken on Steam Deck.

With Bluetooth turned Off in both Desktop and Gaming Modes and Airplane Mode turned On in Gaming Mode, Bluetooth devices still connect.

In Bluetooth Settings in Gaming Mode, it shows Bluetooth toggled off and right below that it shows a connected Bluetooth device. Better yet, the device cannot be forgotten.
