Steam deck oled - CPU stuck at 399mhz after last month updates

Hello!
Right after last month updates my steam deck started to lock cpu at 399 mhz making amost all games unplayable.
I have tried several solutions since factory reset, re-image, update to beta channels, start battery save mode on bios and plug original charger etc.
The only thing I havent tried is open the deck and unplug the battery.
Since I live in Brazil and there is no support here to RMA, Valve support in chat did not help me at all.

Anyone have anymore tips for me to try?
