Haptic intensity settings do not work

Haptic intensity settings do nothing when trackpad in one of a button modes with "click required" is off.

When trackpad is set to directional pad, button pad or single button mode without click, haptic intensity settings do not seem to work and feedback feels as if it is set on low settings, only turning it off completely works.

Various combinations i've tested:

Trackpad in "directional pad" mode, every button's haptic setting is set to off, switching between "high" and "low" in behavior settings do not seems to change intensity.
Trackpad in "directional pad" mode, haptic in behavior settings is set to "Use activator settings", up and right set to high, left and down set to low -> every direction feels same.
Switching haptic intensity to off in both behavior settings and in every activator disables haptics completely.

Same combinations with button pad mode give same results, different (or multiple) activators also behave the same. Single button mode do not have behavior settings but changing activator's settings do not seem to work either. This also applies to desktop mode.

Changing haptic intensity when trackpad in mouse, scroll wheel or joystick mode is working and difference is noticeable, so i believe this is a software issue. Comparing to joystick, it feels like button modes are operating in joystick's low setting mode all the time.
