performance overlay/ steam overlay in desktop mode does not function

i am messing around with keyboard and mouse gaming while in desktop mode, and i wanted to get some performance metrics while doing it.

i could not get the standard shift+tab command to bring up anything, so i tried switching over to big picture mode, still shift+tab doesn't work, however, connecting my series x controller, allows me to hold the xbox home button+A and that brings up the overlay menu successfully.

unfortunately, once in the overlay menu, the performance overlay toggle is grayed out and unable to be turned on. furthermore, the advanced view button is also grayed out.

i then exited big picture, and in steam, went to settings>in game and made sure enable steam overlay was ticked on, as well as enable big picture overlay when using a controller. just to be safe, i unticked everything, and turned it back on, shut down steam, and relaunched and it still did not work. the performance overlay is totally disabled in big picture mode, and does not even trigger with the assigned hot keys in standard desktop version of the steam client.
