Screen brightness changing while adaptive brightness is off.

Have brightness turned down all the way but the brightness keeps increasing. Brightness slider doesn't reflect the change so I cannot turn it back down. Adaptive brightness is not turned on. H
ave restarted steamdeck and also turned setting on and back off.
