[FIXED] Steam Menu/Quick Access Menu Bug
I noticed that after the Steam Client (Stable) update from July 31, this bug has occurred. When I am in a game (doesn't matter which one) and I try to open the Steam menu (Steam button) or the Quick Access Menu (... button) the respective menus show up on the screen and then instantly close before I can interact with them.

Sometimes it takes 3-5 times of pressing the buttons to get the menus to actually stay up so I can interact with them. This happens maybe 15% of the time in handheld mode. However when docked and using a controller (Xbox Series X in my case) this bug occurs about 75% of the time.

I do not use any software modifications (i.e. no plugins, etc). I haven't changed anything with my setup and never had this problem previously. I use the official Valve Dock.

[FIXED] October 25, 2023 - Steam Client Stable update addressed this issue.

Same here. When bringing up the Steam overlay or QAM with my Xbox Series controller, the menus close as soon as I let go of the buttons. I'm also using the official dock.
Same here, dock mode now is a pain to use because of this bug. They need to get this fixed as soon as possible. I tested and got the same issue with the Xbox Series X controller, 8 Bit Do controllers, and Wii U pro controllers.

I tried both the official dock and a third party dock, but still get the same issue.

Thank you for testing with other controllers and docks, this helps confirm it's not accessory related at least!
Did a bunch of testing, after diving through the SteamOS/deck github bug report section. And, these bug reports.

It has nothing to do with the dock, or the controller.

The bug is due to closing the menu by using the cancel/back out button. (B on an xbox controller)
Instead of properly closing out of the overlay menu (in an application), it appears to only suspend it.
If you use the same input to close the overlay (Home, or Quick Access Menu)
(Steam / XboxLogoButton, or Steam+A / XboxLogoButton+A)
-> then the menu goes through a correct suspension. And does not glitch out the next time attempting to open.
(Glitch out: having it appearing to open and close very fast/not appearing)

A workaround if you make the mistake of cancelling out of the menu, instead of using the appropriate menu button (sequence) to back out.
Open keyboard, close keyboard. Open menu. Some reason opening keyboard fixes the issue for your next opening.

Can confirm that opening up the keyboard does indeed fix the issue if the steam and quick access menus start glitching. But it's a temporary fix not a permanent one.

Thank you for this testing! At least this is a temporary workaround. I hope Valve sees this topic and fixes it quickly. I'm really surprised more people haven't reported it.
Can confirm this is happening to me as well. Stable branch. Problem occurs with multiple docks, monitors etc. Keyboard shortcut workaround DOES work

Same here, no change of stable/ beta , different controllers , dock or un-docked makes a difference the problem is still there.
been having the same issue with xbox series controller connected via bluetooth. my steam controller does not have the same issue though when bringing up the QAM and home screen. on stable branch.
One month has passed by since my initial comment on this issue and still no fix. How long do we have to wait for a fix? Another month? A year maybe? Who knows
Same here. It's infuriating. I've found pressing any combo of buttons usually makes it happen. When I've been playing a game which requires me to press R3+L3 at the same time for example the steam menus will start to glitch.
Also have this issue, it's quite the annoyance
