Report a translation problem
This made me go back and check my settings and after some testing and checking my router, it appears that I had a misconfiguration that was affecting just the Steam Deck. Fixed now, and it's reporting 1000. I also have the AC adapter plugged in, still works.
Note: In my specific case I have VLANs which may not apply to your setup.
My recommendation would be to block UPnP (unless you want your printer to talk about PewDiePie all day) except for devices you specifically add to an ACL, such as your Steam Deck or a Nintendo Switch.
Hopefully this wasn't too technical.

it works when i unplug the ac adapter, im not sure how to get it to work other than buying a different dock. but for now this is a temporary fix, i just needed to download a game quick as possible.
