Conflicting controller order
When plugging external controllers up to the Steam Deck via a dock, both controllers have the same priority of 1. This causes an issue when trying to use the left thumb stick. The movement of the left thumb stick is intermittently being registered. This causes jerky, or no, motion an games. I have to go to the controller setting and set the Steam Deck controller as priority 2.

Use case is docking and displaying on my TV with an external controller.

I've tried Xbox and PlayStation controllers. I have to do this for each game. Once set, everything plays smoothly.

Also, this happens in the Stable and the most recent Beta channel.

could you please elaborate on how to check and set the controller priorities?

it seems like a few other issues people keep reporting might be related to this, and it'd be nice to help fellow users with a new workaroud while Valve doesn't permanently fix this

To check and update the controller priorities, you will need to do the following:
1. Launch game (was not able to get the controller order button to show unless game is running).
2. Bring up the Steam Overlay using either the Steam, Xbox, or PlayStation button.
3. Press right twice on the D-Pad to show Controller Settings in the Steam Overlay.
4. Select the Controller Setting button
5. Select the Reorder Controllers button in the top right corner (or just press down on the D-Pad)
6. The issue I describe happens when both the "Steam Deck controller" and external controller are set to 1 (as indicated by the number to the left of their name).
7. Press down on the D-Pad to select a controller you want to reorder.
8. Use the Up/Down D-Pads to rearrange the order, setting the external controller to 1

** this is per controller, each new controller I plugged up needed to update this setting (tested many controllers).
** once set, I didn't need to go back in to change anything

I can also reproduce this with a DualShock 4 on the Stable channel. I don't know about "press right twice on the d-pad" though; you want the Quick Access menu, which on a DS4, you get with PS+X. You can rearrange controllers there.

OP, can you elaborate on "press right twice on the d-pad"? D-pads are often valid movement inputs for many games, so that doesn't make sense unless there's another screen or mode you're doing that in.

My mistake, I skipped the step of pressing the Steam, Xbox, or PlayStation button. There’s probably a technical term for these, but which ever one brings up the Steam Overlay on that controller. I will edit and add that step.
