Report a translation problem
Once it is fully charged, full power off (if it was on) and start. (some more intelligent/diligent users here will tell you to reset the battery at this point just in case but I think you should cross that bridge only if you need to) run the install/setup through the gaming mode and once it is done, go into desktop mode and launch Steam.

you should have full controls in gaming mode and in desktop (as long as Steam is open)
I had this problem after I upgraded my SSD. Went to install the image and only touch worked.
I muddled my way through the install process with the touch screen and did a system update. Once that was done I had full access to my controls again.
