English QWERTY would more accurately be US English. The GBP symbol is, as such, not available on it. You'll want to switch to the US International keyboard as there is no explicit UK English keyboard. US International will have the GBP symbol on Shift+AltGr+4.

Yes, this is Valve being rather US centric, though it is odd that they have a whole list of other keyboard layouts including Colemak, but not UK English.
