It seems this issue is much more complicated than hoped and doesn't seem to have an issue save for Valve figuring something out on their end.
It is true that the previous user's files can be left on disk when you launch a game for the first time for that account on the device. However, the files will not be overwritten -- Steam will, from this point on, swap out each user's files to a safe local backup location when the Steam account changes.
I understand that it's confusing for you to see the other user's saves there initially; we are working on a solution for this as well.

On the weekend March 20th, my housemate added their account to my steam deck played Hades and Vampire Slayers on my steam deck. Unfortunately, steam did not swap out our saves which resulted in both of my saves being completely wiped. Which was made worse when I launched the games on my account which overwrote my cloud saves. Additionally on vampire slayers all my achievements for that game were overwritten by my housemate's and now has 100% completion (is it possible to have achievements reset?).
I did have a copy of my Hades save on my main PC but I was unsuccessful in restoring it to the steam cloud and additionally have not been able to even reset saves at all.

So right after the above response from Valve (so a couple weeks back), we went back and tried Inscryption again -- we reset the game, reinstalled, and had one profile play enough to clearly show it as a different save -- and had absolutely no issue. It seems bizarre that the exact same method produced differing results, so we just went about day afterward. Later, we tried Witcher 3 only for my wife to load directly into my profile's save from her account, yet again.
We've yet to try any other games. As for now we're just deciding not to play the same games for the time being, as producing the issue isn't reliable enough to provide details, but happens enough to scare us away.
Thank you for that response. We’ll play it safe and follow your lead; we won’t play the same games until something is absolutely confirmed to be fixed. It’s way too risky to have saves overwritten.
