The instructions to reinstall SteamOS fresh are here:
https://help.steampowered.com/en/faqs/view/1B71-EDF2-EB6D-2BB3
If the former, try booting from a recovery UFD and select the Re-image Steam Deck option from the recovery environment. This will wipe the internal storage and re-image it.
https://help.steampowered.com/en/faqs/view/1B71-EDF2-EB6D-2BB3
Also note, Valve just updated the recovery image last night to a new image with SteamOS 3.5.6 so if you already tried this with the older SteamdeckRecovery4 image then try to recreate your UFD using the new image and then re-image it again.
Did you use rufus or Etcher? If you used rufus try again to recreate the UFD using Etcher instead
EDIT: also when booting to the UFD to load the recovery environment it will take about 10 minutes or so to actually boot the compressed image
