Yes, the original Steam Deck also came in a basic brown carton box, but it was a flashy brown cardboard box, plastered with Valve and Steam Deck stuff. Everybody knew what was inside.
The paper the case seems to be covered in also seems like the kind that is impossible to remove without tearing it apart, disappointing.

Not a high-gloss box, but stands out quite a bit.
This way Valve can save money on redundant packaging. Boxes and padding cost money.
