What use is the Steam Deck for me?

I stream to my tablet via Steam.

I use a gamepad.

Is there any use having a Steam Deck in my particular situation?

What does it offer which my $150 android tablet does not?

If you only play at home, streaming to tablet might be enough, but if you want to play anywhere else, if you want to have your PC games with you on trips or vacations, the Deck is super easy to carry around and doesn't require a lot of space like a PC would. And you can even do productivity stuff on the Desktop mode, so depending on what your user cases are, it could even replace a full PC for productivity too on trips.

it's a pc that you can take anywhere, the games run right on it instead of streaming

It might not be for you.

I take mine with me when I travel, because I still want to play games when I'm not home. I have also set up a docking station at my parents' house, so I can still game whenever I come to visit.
