Rewards can be claimed again?

I just bought the Steam deck from a friend but the rewards you get once you get the Deck says that are already claimed.
As he is no longer the owner of the Deck, is there a way for me to claim them for my account?

Support can technically release the rewards from the one who redeemed them so that another person can redeem them.

But that requires the other person to contact support and to provide proof of ownership of their account first.
