Performance Overlay settings grayed out in Desktop Mode

I've recently switched to using Desktop Mode in order to still see what's on my docked Steam Deck screen and capture gameplay on another computer using a capture card.

I'd like to access the Performance Overlay by using Big Picture Mode in Desktop Mode, but when I go to the Performance tab in Quick Settings, all the Performance Overlay settings are grayed out and unclickable.

Is there a solution to this or is this by design?

I have been able to get Mangohud to work, but I'm not knowledgable enough to customize it to look like the gaming mode overlay and I can't turn it on and off midgame.
