Trying to purchase a steam deck!

Hello there! I’m super new to steam because I want to purchase a steam deck but I am aware my account is too new for me to do that without the order getting refunded. My friend is more than willing to order it for me on his steam account, but my question is can i put a different shipping address while purchasing and can I use my credit card on his steam account? Any help would be greatly appreciated! :)

New accounts can purchase the Deck.

You may need to authorize the charge with your bank though. Some banks will see the expensive transaction as suspicious and will require you to authorize the payment from their site.

So I made a new steam account, never had one before, a couple of weeks ago. Ordered a deck yesterday, got refunded and that account got banned. Mind you I didn’t have any funds/games on it I created it to get my deck and to start to get into pc gaming. I made a new account today, which is this one. I did purchase some games and added funds to my wallet, so I’m not sure if I should go ahead and order with this account.
