Can a Cigarette Lighter port in a car keep the Steam Deck charged while playing a game?
Would the port be able to at least keep the Steam Deck running while playing a game (not necessarily increasing battery while playing).

Depends on the output of the lighter port in your car I guess. The Steam Deck has a 45 watt charger to play while charging. If the port in the car can meet that then sure, otherwise prolly not. Personally, unless it is one of the in car outlets (most newer cars have them today if there's one at all, I would just get a battery pack that can do the function & not risk it.

Yes, I have a 63W one that can play and charge at the same time no issue.
Find one that's PD3.0 & can output 45w or more at 15volt.

Looks like the typical cigarette lighter port runs at 12V, on a 10A fuse. So you can pull 120W maximum. Even if your adapter was only 50% efficient, it looks like you should be fine.
