Maybe manually. I haven't tried moving game folders, just save files. There's other methods, but I've used Warpinator and that's worked fine. Assuming linux to linux, I don't know about Deck to windows pc. Files should be the same if the game is running on Proton.

Switch to Desktop Mode, then check Steam settings, under Downloads there should be a dropdown at the bottom that says "Allow transfers to/from <something>". In Game Mode it'll only allow to receive, but in Desktop Mode it should allow to send as well just like any other PC.

That said, this whole Local Game Transfer feature has been pretty hit and miss for me. Sometimes it works, sometimes it doesn't, sometimes it pretends it works by showing it transferring on desktop but it's not showing any data transferred while on Deck it downloads over internet at the set capped speed. And besides, over Wi-Fi I don't get any more than like 5MB/s, which is still a bit faster than over internet (3MB/s tops) but still slow af, probably because 2.4GHz only... I once got it to work over Ethernet and got like 30MB/s, but tbh that's still kinda slow compared to just copying it to my portable SSD and then to Deck...
