FWIW, Cyberpunk has had issues with saves. If you search that forum, you'll find many "lost save" posts:

I would recommend backing up your local saves. There are some Decky Plugins that can do that for you if you don't want to do it yourself.
we cant do ♥♥♥♥, sorry
great games will keep your attention even if you lose all progress.;
also, ive had cloud saves crap themselves on 2 different PC's. Its not the deck's fault.
Proton versions have no impact on a game's save code. You can find many players of that game no even using Linux losing their saved games. That is just the risk to you take when no using Cloud Saves and not doing your own backups.
If you don't have a local backup, then yes you are correct. However, not every game has this problem. This is one of the reasons that I browse some of the "game forums" of the games I play or are interested in buying. When I notice someone (or multiple users) has lost a save, I start making manual backups (or if it's a game I'm interested in, I will not purchase it).
As buyers, at times we need to do our own research before we purchase. We cannot always blame everything on crappy code.
Ignore that person. They are posting random misinformation on posts.
So why did they update it today to fix it: Proton Experimental Update Fixes Cloud Saves Issue With New Proton Prefix Creation

Every Proton version gets fixes. If they didn't, we'd still be on Proton 1. That's just normal development cycle. You are making it out to be something systemic which is flat wrong. i.e. there may be something fixed right now, but that won't be a thing in 2 months when someone else finds and reads this thread. You should be specific.
