You do realize that HDMI is pretty designed to stop your use case. HDMI is encrypted with HDCP. Encryption without your permission is just ransomware. Yes, I am comparing HDMI to ransomware because the trade group is just ♥♥♥♥♥♥.

Your TV is just choosing to show you a black screen. Physics isn't all or nothing, there should be static, but HDMI committee realize their ♥♥♥♥♥♥ game is up. To hide their ♥♥♥♥♥♥ ideas, they would rather choose to display a black screen so you blame the peripheral instead.
HDMI splitter works because it decrypts HDCP signals.

Oof. Dang. Well thank you for the info. However, I have still seen videos of people streaming with Steam Decks and the exact same capture card I have, and running OBS, so it seems possible...I suppose they could be using a splitter like the one you linked to, but I find it odd that this isn't mentioned anywhere. I have heard that the Valve brand Steam Dock has two outputs for this, and that this solves the issue, but I only found one thread somewhere on Reddit that claims this.
Like you say, if Warner Brothers took the time to sue them, then that almost certainly means the HDFury splitter works, but it'd suck to have to spend $200 just for a splitter that actually works. $80 for a Valve-brand Steam Dock would be better, but I still only saw one thread claiming it works. Maybe this is the wak-up call I need to just start building a passable gaming PC lol I love my Deck and would like to Stream from it while using my computer to Run OBS and monitor Chat...but it's seeming like that might not be as possible as I thought.
My advice is test and return.

I am not sure about that. The dock implements two outputs with displayport MST. Those HDMI TV vendors will probably find a way to make our lives even more miserable.... We are in dark times in terms of tech freedom. HDMI is a supply chain attack and we are victims of their political bs.
Hmm, well, thank you for the help. I was considering getting the proper Valve Dock anyways...maybe I'll just bite the bullet and buy it and hope it works lol
