The cursor could be moving because the joystick that moves the cursor is not functioning properly or the inner deadzone for the stick is set too low. Could also be the trackpad or gyro, but we'll check.

Open your Desktop Layout. If you're in game mode, this can be accessed by going to Settings, Controller, and then Desktop Layout. If you're in desktop, open big picture mode and follow the same steps.

First you'll want to do is check to see if the problem is caused by the stick. Go and set the stick behavior and gyro to None. The only thing that should control the mouse at this point is the trackpad. If the drift stops, then the trackpad is not the problem. Next, go ahead and set the right stick to Joystick Mouse.

Open up the settings for Joystick Mouse. Go to Deadzone and set it to Custom. Set the Dead Zone Inner value to 4000. Then test. Does the cursor still drift? If so, increase the value to 5000. If not, decrease it to 3000 and test. Keep adjusting the number up or down until you find the lowest number where it doesn't drift.

Note that Show Advanced Deadzone Options should be set to off. I also like to set the stick response curve to Relaxed.

If the problem isn't the fixed by changing the Dead Zone Inner, then the joystick should be replaced.

Mine does the same thing when steam is open, once I close steam the mouse cursor stops. Also my right trackpad is bound to my mouse cursor. I believe this is an issue with steam controller settings.
