My computer can't send a 4k 60 signal to my tv because it's an older cable, so it blacks out.
But... I also don't know if a direct usbc to 4k hdmi cable works. I have only connected my hdmi cables to hubs to get the image to a TV.

If there is a solution for direct wiring I would still like to explore that. As well as an alternate dock. Thanks to everyone here. Im finding this community a lot nicer than others online.
The Steam Deck doesn't support HDMI directly. It supports USB-C with DisplayPort 1.4 Alt-mode output. It needs to go to a DisplayPort compatible device, Such as a DisplayPort on a monitor/display or a USB-C dock that supports DisplayPort. Most of the USB-C docks with HDMI also have DisplayPort and they are essentially converting HDMI to DisplayPort in the dock.
This is a cable that advertises it's doing what is described above so it should work for you.

Granted, if you're hooking up your Steam Deck to a TV you'd probably be better off getting a dock rather than just a cable since you can get a dock with USB-C PD pass-through so your Steam Deck will still be getting power instead of running off its battery.
I did a search here and found lots of conversations in these forums about this topic. Im seeing tons of difficulties and not really any clear solutions. Most of it far over my head. At the moment Im more confused than when I began. Im gonna walk away from this for a bit, let it marinate and come back.

Does the one you have show that it has a DisplayPort logo on it?
To be clear, the cable I linked you'll see at the base of the HDMI side of the cable it shows DP 1.4, indicating it is DisplayPort 1.4 compatible. Inside that bulky end of the connector that cable is essentially a DisplayPort connection and a DisplayPort to HDMI converter that is then connected to the HDMI output.
It's not just a DisplayPort cable which would also work if it was a DisplayPort 1.4 cable and you were connecting to a DisplayPort capable display with an actual DisplayPort.
A DisplayPort cable, which is what it sounds like you got the 2nd time, is not going to work on any HDMI device because it is a physically different connector. You could also purchase a separate DisplayPort to HDMI adapter which will effectively turn your USB-C -> DisplayPort 1.4 cable into the cable I linked.
