For the other, turning on your device and having downloads, you can do one of two things:
1. You can disable the Shader Cache downloads. You have to do that from Desktop Mode. That will stop downloading the pre-rendered Shaders which is what you are getting.
2. You can set each game to only download updates when launched. This stops games from updating until you want to play them. So if you have 40 games loaded but you are only actively playing 5, the others won't update until you launch them. You can set this per game, or there is a script out there that will set it on your entire library.
Will this disable Deck updates as well? Cause I'm not concerned about games being updated, it's the Deck itself applying an update while a game is running.

I'm not sure what you mean by "Deck Updates". There are four main types of updates:
* Game
* Shader cache
* Steam Client
* SteamOS
The later two typically require you to apply them manually (unless you restart Steam and then a Steam Client update will be automatically applied). For example, when you launch Desktop Mode, it starts a Steam Client. If you have a Steam Client update pending, it will be automatically applied going to Desktop mode.
