What solved my problem was using the Windows internal tool of error checking and optimizing disk drives - so maybe try this:

I was told by someone else that this was a common issue with the current update of steam. I can't speak to the veracity of this. But in one swoop I updated to the newest version and also had my laptop re-scan my external drive and it "found errors" it corrected and since I did both of these things my external is working fine with my Deck again. In any case, thanks.
