The specs are on steamdeck.com and it can run non-Steam games.
IMHO totally worth it, had a desktop PC and a Switch before buying my Deck, haven't regretted a cent.
Define "do the same thing better". In general, it depends on what you want from the device, since there are other devices that do some things better and others worse but none that are a direct 1:1 upgrade.

Yes.
I'd keep my eye open on other handhelds 2 if I was you, there is a lot competition in the market, and who knows how the handheld market might evolve by then.
Lay in bed playing your steam library on your tv.
If you really want a Deck and are able to do it, I'd say to get it as early as possible and then sell it when/if a new Deck is announced.
As far as games, very rarely have I had games not work after switching proton versions, and they were always obscure non-steam games with weirder than usual install processes. I still play tons of non-steam games and emulators though. There's the anti-cheat issue where some mainstream games won't load, some just won't connect to online servers but single player can be played, like DBFZ.
Also don't forget that the rating system isn't perfect, I play quite a few games that are marked as unsupported but they play just fine. In the end, I'd look up some comparison videos of the Deck and other handhelds but the Deck seemed to be the agreed upon safer option. Check out sites like ProtonDB as well to get an idea of what games work, what needs tinkering, or even flat out doesnt work.
