It's not a console. It's a PC. Look up how to get a VPN on a Linux PC.

One of the important things to note from that discussion is section 3A from the Steam Subscriber Agreement

You agree that you will not use IP proxying or other methods to disguise the place of your residence, whether to circumvent geographical restrictions on game content, to order or purchase at pricing not applicable to your geography, or for any other purpose. If you do this, Valve may terminate your access to your Account.

You should be able to install the Steam China client via the Desktop mode and use that while you are in mainland China.

It doesn't download SteamOS. SteamOS already ships on it pre-installed (unless you are meaning updates). In order to do the first-time setup you have to connect to the Steam servers (the actual Steam servers, not Perfect World) in order to setup your account; which is why it's "broken & buggy". China blocks you from using actual Steam. Knock yourself out trying to use a VPN and such but don't cry and complain when your account gets banned.

If you are able to access desktop mode, then you should be able to go to the link I posted previously to the steamchina.com store and download the china Steam client which connects to Perfect Worlds "steam" servers.

I'm not the one in mainland China complaining about Chinese censorship and surveillance. You asked the question "how can you use it in China", we are just answering your question. Again, knock yourself out trying to use a VPN on it but don't cry and complain when your account gets banned, or don't use it in China, or use the China Steam. Those are your options.
