I have already tried it and I just did it again but it doesn't work because it doesn't even turn on as shown in the video, that is, it doesn't give a screen no matter how you start it.

Ensure the device is fully powered down. Once the device is fully powered down plug in the included power supply.
Hold down the "volume +" and the "..." buttons for 10 seconds
While still holding down the "volume +" and "..." buttons, unplug the power supply from the Steam Deck
After a few seconds, you should see the LED flash blue a few times, this indicates that the Steam Deck successfully went to battery shipping mode. Wait a few moments until the LED stops flashing blue.
Hold down the power button until the power LED flashes white. The unit should now boot.
RMA it.
I remember the LCD Deck had a similar issue, except that the LED would turn on for about 1 second then stay off for about 5 seconds. FWIW, the only way I was able to fix that was to unplug the battery and USB AC, hold down the power button for 60 seconds, plug the battery back in (this would at least stop the cycling), then either turn it on and let it sit there for about 2 hours, or plug in the AC adapter and let it sit there for like 2 hours. This was over a year ago. Eventually, the Deck would just randomly turn on.
I have not encountered this issue since that time (I had wrote posts here and on reddit buried about something like this).
