They prob didn't want people fiddling with it to begin with?
Generally when its that hard to get at - tends to indicate intent.

Where else would they run it? It has to pass over the heatsink and the heatsink spans the entire vertical space of the deck.

And it may be taped down to address a reliability failure. The tape costs extra.

If they did not want people fiddling with it they would not have changed from self tapping in plastic to metal inserts for the housing screws. I think generally they are pretty favorable toward DIY.

Swapped mine and that ribbon cable is the least of the issue.
The ribbon cable can be disconnected from the connector on the left freeing up the heat shield considerably.
My problem was there is another cable attached to the heat shield just under the ribbon cable.
It’s a cable with a tab on it and this tab is glued to the heat shield under the ribbon cable.
Looks like the only purpose for this was cable routing.
I couldn’t find my tweezers to remove this adhered tab so I ended up sliding the heat to the left and right to access the battery connector/nvme.
Not as user friendly as the LCD Steam Deck.
Basically like any other laptop, switch, or other device that wasn’t meant to be taken apart.

The same way it was on the original deck. I swapped out my m.2 on my original deck and the metal plate is very easy to remove with no cable in the way. In fact I was able to bend my back without even taking out all the screws, that long ribbon cable could even have been routed under the board on the OLED. Notice how the thing is GLUED to the new black plate. Also adding a bunch of torque screws makes it harder for the average person, you need special tools now.

Just unscrew the metal shield, unplug the ribbon cable from the board and fold it over.

That's the battery cable.
