Report a translation problem
As a work around if you can login and change these settings in your WiFi router/AP
Change encryption type to WPA2 rather than WPA2/WPA3 transition mode (mixed mode)
Try disabling the 160MHz channel width for the 5GHz network
Try splitting the SSIDs so your 2.4GHz network has a different SSID than your 5GHz network.

You mentioned download and installation both. Can you tell if it's failing to download or failing on the installation specifically?
If it's the download, you can try the steps above and also try using your phone as a Hotspot. If it's failing during the install, I would start a support ticket with Valve but you can also try reinstalling the OS via the Recovery Image.
I had to connect via phones hotspot to do it. Not ideal!
WiFi works on the deck now but can take up to 10 minutes to connect. Whereas on the phone hotspot its instant
