The person in the link is talking about changing the controls on the Steam Deck itself, but it should work for mouse & keyboard. Most games that detect that you’re using a mouse & keyboard will allow you to adjust the mouse in the game.
The Steam Deck is a small computer, so think of it that way. Any settings that you want to change for mouse & keyboard should be done in desktop mode. Those settings probably won’t transfer to any game. Usually mouse & keyboard settings are adjusted in a game.
Were you ever able to figure out a solution for this? This still happens to me sometimes.
