InstantCharger 65W 2 USB (with a USB-C and a USB-A connection). If you have the older model that one isn't USB-PD3.0 I don't believe and won't work.

If you have that charger above then try the Anker USB-C to USB-C cable. I have this cable and know it works.

What reason is there for the stim deck to stop responding to third party chargers altogether. i don't get it.
There isn't, it is likely that the cable you're using is the issue as noted above or if the power supply you're using doesn't actually properly support the USB-C PD3 specification.
From the documentation of the power supply you mentioned it says it supports USB-C PD3 and supports the Voltage / Amprage combinations that should work with the Steam Deck.
USB-A cannot support the amps and volts needed for charging the Steam Deck. It will only work with a USB-C to USB-C cable (and the right power source).
This is not a problem with limited amps and volts of USB-A connector. There are proprietary fast charging solution which does 12V and up to 3A on that. Problem is with the lack of CC (Configuration Channel) pins inside USB-A which are required for PD 3.0 to work (voltage and current negotiation).
