Simply removing the folders will just indicate to steam that it needs to grab those folders again. You'd need to indicate to steam that you want it uninstalled.
Also if the game has workshop stuff that sometimes(depending on the game) gets left behind when all the built-in game files get deleted.
Wouldnt recomend uninstalling more than one game at a time windows will not allow it to start with as its rewriting that space thats occupied by that game.
If you remove the acf files from Steamapps then the games will appear as uninstalled in the library then simply delete the games in the common folder.
If you keep all the acf files will save you reinstalling them.
What are you trying achieve find more space?
Buy an external USB drive and make a new library on it then move your game' installation files to it.
Space is used mainly by screenshots and saves. back them up to separate storage.
