Nah, it isnt since it needs to be implemented on both desktop and Steam Deck versions of steam.
And also, it is to use on the Steam Deck.

Not sure if this is what you have asked about, but Kodi seems[forum.kodi.tv] to utilize AV1 hardware acceleration (post #22).
I use Kodi to watch TV shows and movies from my home NAS via SMB (in Gaming mode too).
It is still about Steam Deck, isn't it. In addition, OP might just as well be running his media player in Gaming mode too, if that makes you any happier.
Im actually talking about using AV1 for the Steam Link feature, not media.
