Report a translation problem
There have been multiple people suggesting notifications are messed up in the non-stable branches.
I don't know if that's bad. We are all learning how the OS works. While it would seem that a low battery notification would be a "critical message" and shouldn't be effected by those settings, maybe that notification is....
My suggestion would be to try your same test but have those two notifications "enabled". See if it makes a difference.
Did it work? Because I'm having the same issue...
For me it simply went away with an update. It has come back and gone away periodically but for the most part functions fine now. I just waited for a patch.
