Just format the new card and copy the contents of the old card to the new card, this should work.

Would the deck just be able to transfer straight to and from the device?
To transfer your data:
Put the new card in the Deck's internal slot, then format the new card, in Game Mode.
After this, put the old card in the dock, open it in Dolphin on Desktop Mode, use right-click > select all and then paste in the new card.
This should copy everything over to the new card.
Remove the old card if you're done as Game Mode might get confused from duplicates.
If that easy way for some reason doesn't work, there are ways around that, but it should be a simple copy-paste operation.
first i tried copying everything but it saya that i cannot access the lost+found folders. and ive read that you can just copy the ‘steamapps’ folder and it will also work but as i said it doesnt come out when i checked on storage in game mode. did i do something wrong?
i also noticed that my ‘steamapps’ folder doesnt have compactdata (im not sure how this works as im new to Linux). only ‘common’ ‘downloading’ & ‘temp’ exist in there. id assume that the common folder is where the game is stored but it still doesnt work for me. is there a workaround to this?
* power off Deck. Remove existing 400GB card. # this is the safest way to remove it
* power on Deck. In game mode, insert 1TB, then format it.
* hook up hub with power. insert 400GB card into hub (whatever works)
* Open up Steam Deck's Settings > Storage. You should see internal and both SD Cards
* Still in Storage Settings, move games from 400GB to 1TB card
repeat moves
* power off Deck and remove hub or at least the 400GB storage.
* power on Deck now having the 1TB storage
And don't forget to use CyroByte33's steam-deck-utils to keep the prefixes & compdata with the games on the 1TB Card.
