The warehouse would be Ingram Micro in Carol Stream, IL which handles the importing and distribution for the US. If Steam support already have a ticket open with you that they've told you they will investigate then I'd at least actually wait the 8 business days (tomorrow) before following up any further.
You okay with sharing what state you reside in? Dunno if location matters but it'd be helpful to know if it's just mine of if somehow lots more are still waiting.
While I've already messaged them, the 4-8 business days didn't make sense coming from them because 1; FedEx delivers and moves trucks on the weekends, and 2; I have actually seen people post that they got their deck on the 4th of July in the US. If it didn't get picked up the day after the tracking was sent, I get that, but it makes no sense that from the 5th to the 8th that it didn't change at all, it irritates me more that a batch of emails went out that Thursday.
And they also told me specifically "If you're still not receiving the package on 2022-07-11 (PDT), please contact us again, we'll help further investigation."
Also, it does depend on where you're located and the volume of orders for that locations regional distribution hub.
I will also say that FedEx as of late has been less than stellar with how their tracking system updates. There have been a lot of people with Steam Deck orders in the US that have reported that their order from Valve just said Pending until FedEx delivered the package because when FedEx generated the shipment it never updated the API that is supposed to update the tracking info in Steam.
Hopefully it either arrives or at least gets updated tomorrow for you,
EDIT: Also forgot that I did notice over the holiday weekend and that week there were some severe storms in the mid-west so if it was picked up and just not updated properly in FedEx's system there could have been some weather delays making it over to the west coast.
If it wouldn't have been picked on the 6th at the earliest, why even tell me to wait 8 business days? For context, they told me that on my first message to support on the 5th.
I haven't been going off of the info on Steam, but rather the FedEx tracking which has stayed the same since it was created. (Unless that's what you're referring to, either way. And using the app still shows the same thing.)
Wouldn't do much for me then, since I think it's a different warehouse, and for sure a different postal system.

Valve won't kick you to the back of the line. They will eventually get it resolved for you.
I'm fairly confident that it is most likely a FedEx issue with staffing than it is with it being lost. FedEx noted in their earnings call back in September 2021 that they've been re-routing more than 600,000 packages per-day due to staffing issues. The examples they gave were with their distribution hub in Portland, however, I don't think that is indicative that it wasn't largely impacting other distribution centers.
They reiterated that warning in January that shipments may be delayed due to the Omicron variant of COVID leading to additional staffing shortages.
I've had a pallet shipment for work from the EU that arrived, cleared customs and has been sitting in a FedEx warehouse for more than 2 weeks now without movement.
Valve doesn't have a warehouse they use Ingram Micro for import and distribution in the US. It could also be an issue at Ingram Micro for the same reason, however, if the order is placed and the Ingram Micro fulfillment center processes it they will create a scheduled shipment pickup which they should get a fedex tracking generated but that doesn't become active until FedEx actually goes and picks it up. If FedEx drags their feet on picking up the shipment then it would look like what Bakukirby described.
