thats a different thing, and should be possible.
i think you need to check how to "wake on lan". if your desktop pc uses windows or linux, you need to check how to activate the option, and then keep it connected with a ethernet cable to have a more reliable connection.

you can actually use "remote play" to do other things since it is different to "big picture mode".
you can to use your browser and other stuff outside steam. its simple: when you call your pc from a steam app for streaming, you only need to exit bpm, or "alt tab" away from it and then you will see your desktop. you are unable to close bbpm if you launched a game, but if you havent, you can actually ignore it, and start a game without it while streaming.
i guess most people havent tried this, because they only want to launch their games directly.
What @R+5 says is true, I've been tinkering around to get local music + Twitch & picarto web apps streaming from my desktop to Steam Deck & after several things failing & not being able to fix through troubleshooting I've managed to find out remote play is literally just streaming the whole desktop only focused on whatever game you start it with.

I wonder if it's possible to add a non-steam app to your desktop that exists solely to easily click out of with your deck to get easy full access to your desktop (including the ability to shut it down with the panel menu).
Haven't tried it yet but shouldn't it be possible to map a steam deck button to the combination action of alt+tab or super key with something as simple as adding & launching a text editor to your dekstop PC's nonsteam game list to stream to your deck? A text editor is light enough to do this with compared to using a full game to stream only to alt-tab out of it for full desktop access streamed on the deck.
