Man I feel like I've tried everything now. Can you tell me what you did in steps? I've gotten other old games to work, but this is a puzzler. I must be missing a step you did.
You could also check if there is a config file which sets the video renderer. Maybe you can set it to software?

I'm going to try to list my every move here (Edit to add, I am on Preview build of SteamOS):
00. I might have done a pacman -Syu here
0. From the Discover store, installed "Add exe games to Lutris library" thinking that was Lutris itself
1. Installed Lutris via the Flatpak install instructions rather than the SteamOS instructions (SteamOS instructions didn't seem to work)
2. Download ISO Version 561 MB "Midtown-Madness_Win_EN_ISO-Version.zip" from myabandonware.com
3. From the Discover store, installed "Mount Unmount ISO" and "PowerISO"
4. Right click .zip file -> Extract -> Extract archive here
5. Open PowerISO -> Open -> select MidtownMadness.img -> Convert -> Ok
6. In file manager you should now be able to right click the new .iso and Mount/Unmount -> Mount ISO
7. In Lutris, click the plus sign in the top left, then "Search the Lutris website for installers" and search and select Midtown Madness
8. Click Install, I gave it the default install directory, then it asks for the setup.exe on the disk so navigate over to the mounted ISO from step 6 and select the ISO
9. I believe it then asks for the path to the mounted disk and you can continue through the install from there. If it ever gave me an "Exited with error (xxx)" I would cancel with the option to delete all the files.
At this point I was launching into the intro video but couldn't reach the game, when I did the following to fix it
However the drop down resolution options closest options was 800x1280 - vertical, so it was running at this point but looked like garbage. Then I did this and it worked fine:
