If the files were there then it could just as well be another disk image format. There are conversion methods but for that we need to know what's in the archive.
Another option is that it's a rip I.e. the installed game being zipped up.
Usually the site indicates what the download entails.
Anything you point at the directory you used will see it as a cd.
Might be different per install script, I just installed Freelancer a few days ago and the installer said to mount the ISO.

and maybe use DosBox-X (you still need to install WinXP thought) if Lutris doesnt work.
From abandonwaregames.net I believe it was a rip zip. Files are .dll, .ttf, .nec, a .csv, Indeo folder, players folder, and a few others. I had found another download on archive that had a .cue, .ccd, .img, and .sub.

There is also an iso version btw
Now it launches and starts playing the opening video with the studio logos and such, then closes and a Wine popup appears (labelled "Midtown Madness!") which says "Please switch your desktop to High Color (16-bit) mode before starting Midtown Madness."
Any tips here? It feels like I am super close to this working.
