you need to rotate your screen in the OS. the panel used in the steamdeck is a 800x1280 not a 1280x800. so you need to rotate it yourself.
Steam OS and Deck bios is aware of this fact and therefore programmed to display rotated image. Other software requires that you set it up manually yourself. For example in Windows you can do this in settings or by keyboard shortcut CTRL+ALT+[Arrow key] (the arrow you press determines the orientation)

You need to know the O.S. you want to use if not using SteamOS...
As DreiPexel said, just rotate the Screen on your Display Manager (or what ever your O.S. of choice have).
You've misunderstood - I'm using Steam OS - if I were using something else I would have mentioned it. GUI is FINE, boot manager is FINE, the problem only occurs when booting ISO images copied to the USB stick so I don't get why they would be incorrectly displayed.
If I were using different one I would have mentioned it. Rotating the image that is correct in the OS will result in it being incorrect :)

my friend doesn't have this issue and from what i can tell it's pretty rare. misreading the post and just copying someone else's advice is not very productive...

If you are booting into an ISO image then it's not Steam OS. Unless the ISO image is of Steam OS, is it?
What are you talking about? Did not copy anyone's "advice"...
If the OP is not using SteamOS 3 then he need to know how to handle screen rotation.
I cannot see where I'm "misreading the post"...
