That said, you should post such stuff on the bug forum. And first check if anyone else already posted it.

I have a Logitech MX Mini with German layout, connected via BT. In desktop mode all buttons are correctly set, after I configured the German layout in the KDE settings. The onscreen keyboard in gaming mode is also set to German, and I get my umlauts (äöü). BUT the Logitech unfortunately has the US layout in gaming mode, so password entries are very hard to type in!!
Please Valve fix this issue, your are my last hope ;)!
In the end, no solution came from this reddit user. Valve seems indeed the only one that can fix it.

You have to define 2 environment variables XKB_DEFAULT_LAYOUT and XKB_DEFAULT_VARIANT in /etc/environment to allow gamescope to initiate a session with the expected keyboard layout
But beware, setting them incorrectly may render your Steam Deck unbootable.
