the features of each browser are independent from valve, and their passwords only work to keep your data locked, but that wont prevent someone from using another browser or figuring out another way to surf.
imo, rather than trying to prevent "your kid" from using internet, you should focus in talking with him or her about risks of surfing carelessly, and allow him or her to think and learn by him or herself.
also imo the role of every parent on earth should be that of a guardian, asistant and advisor, not of a tyrant that tries to manipulate and force their daughters and sons to become extensions of their egos (imo, thats what bad and terrible parents do). imo is better to earn loyalty rather than fear and distrust (which can also destroy your partnership with your wife or husband, and curse the rest of your family with toxic relations).
